Instructions
1. Prepare the steamer and bring water to a boil.
2. Place the fish fillets on a plate that fits inside the steamer.
3. In a small bowl, mix soy sauce, sesame oil, garlic, ginger, and rice vinegar.
4. Pour the mixture over the fish fillets.
5. Steam the fish for 10-15 minutes until cooked through.
6. Garnish with chopped green onions before serving.
